    • Who pays the cost of administering the plan?
    • Per the last sentence of the article, the small business owner must incur payroll administration cost, will be a fiduciary (which exposes him/her to liability) and is to be an energizing cheerleader for the plan? - Huh? I don't think so ... SEP-IRA and SIMPLE plans are already well established and fill this need. Further, nothing prevents an employer from setting up a payroll deduction plan for voluntary employee contributions to regular IRAs. Perhaps a key to making this new idea work is for Congress to authorize a permanent ongoing appropriation to pay small business owners for providing this service, such as a token 2% of the money deposited. If there are truly 60 million people waiting to particpate and each deducts $100 per week, that would seem to require only about $6 billion per year of government subsidy. To set up a permanent trust fund to assure the amount is paid out, assuming earning a net 3% after administrative expenses, would cost only $200 billion. Maybe it's not a bad idea to appropriate money to small businesses rather than to companies that are "too big to fail"? Let's attach that estimated cost to the bill.
